Introduction

London Borough of Harrow is seeking your views on proposals to expand the provision at Belmont School to meet increasing demand in Harrow for children with special educational needs.


Current Situation

In Harrow there is provision for pupils with special educational needs in a range of settings including mainstream schools, additionally resourced mainstream school settings, and special schools. Some pupils also attend schools outside of Harrow.

Harrow is experiencing a growing and changing population and there is increasing pressure on the current provision for primary pupils with severe and complex special educational needs. Woodlands School and Kingsley School make provision for these pupils. Woodlands School is full and additional places were created in September 2015 and 2018. There is no additionally resourced provision in mainstream schools to meet these needs.

The Council is proposing to increase the current provision which has been very successful and create choice for parents of pupils with severe and complex needs with autism by establishing an additionally resourced provision at Belmont School.


Proposal for Belmont School

Belmont is a very harmonious and happy multicultural school. That takes pride in their diverse community and celebrates the successes of all children, whether they are academic, sporting or creative achievements. The school ethos is underpinned by a strong commitment to children’s rights and how they can realise their rights and be rights respecting. Belmont School is primary school for pupils aged 4-11 with a Nursery for 3-4 year olds and there are 630 places from reception to Year 6 with a futher 52 places in Nursery (AM/PM sessions)

The proposal is to increase the specialist provision at Belmont is for pupils who have severe and complex learning difficulties with autism from 12 to 36 places. The aim of the provision will be to promote a clear ethos throughout the whole school that promotes inclusion, high expectations and a commitment to improve outcomes for pupils with severe learning difficulties and/or autistic spectrum disorder (ASD).

The provision offers inclusive education and social opportunities, alongside access to specialist intervention from teaching staff and in class support. There are already 12 places at the provision and 4-6 staff and the proposal is to create and additional 24 places with additional staff to support the provision.

Pupils attending the resourced provision will have an Education Health and Care Plan (EHCP) and receive special educational support they require from appropriately qualified staff. Any additional services from partner agencies, where required as specified on their EHC plan will also be provided.

The additional places are required from September 2026 to permanently increase the provision within Harrow. This is in accordance with the the SEND and AP Strategy to increase provision in Harrow to meet growing need.

The provision already has suitable accommodation to create an appropriate teaching and learning environment. An area within the school has been identified which fits in with the current ARMs provision. Some works will need to be carried out to WC facilities which have been planned for.

Belmont School will receive additional funding for the unit.

Key Features of the Expanded Provision

  • The expanded ARMS will continue to provide an inclusive learning environment with access to specialist teaching, interventions, and tailored support.
  • All pupils in the ARMS will have an Education, Health and Care Plan (EHCP).
  • The school will receive appropriate additional funding to meet the needs of the expanded provision.
  • Additional accommodation and refurbishment works will be undertaken to ensure suitable learning spaces, including:
  1. Specialist teaching rooms
  2. Small group rooms
  3. Sensory spaces
  4. Toilets and hygiene facilities appropriate for SLD pupils

Rationale

This expansion aims to:

  • Meet growing need for local specialist places
  • Reduce reliance on out-of-borough placements
  • Strengthen inclusive education pathways
  • Ensure parental choice and close-to-home provision
