Welcome to to the C2 Parking Review and CA update engagement page.

The London Borough of Harrow has written to residents and businesses within the existing CA Controlled Parking Zone (CPZ) and the proposed C2 area to provide an update on the parking engagement carried out in winter 2025.

Following that engagement, the Council is now undertaking a further round of engagement specifically in relation to the C2 area, before deciding whether to proceed to statutory consultation later this year.

The four-week engagement runs from Wednesday 25 February until 23:59 on Tuesday 24 March 2026.


Background

During winter 2025, the Council engaged with residents and businesses on proposals to introduce CPZ controls within the area identified as C2 on the engagement plan, as well as proposals to review the operational hours and days of the existing CA CPZ and consider an extension to this zone. An area plan titled Engagements Undertaken During 2025 was enclosed with the leaflet to remind you of the parking engagements carried out during 2025. The engagement areas were:

  1. C2, proposed new CPZ area.
  2. CA, proposed extension area.
  3. CA, review of the existing CPZ area.

The following CPZ operational days and hours were provided during the engagement for the three areas:

  • Monday to Friday, 10am to 3pm.
  • Monday to Friday, 8am to 6:30pm.
  • Monday to Friday, 8am to Midnight.

Options for Saturday and/or Sunday controls were also included as part of the engagements.


Outcome of the engagements

C2 proposed new CPZ area

During the C2 engagement, a small group of roads showed majority support for a new CPZ operating from 8am to midnight, seven days a week. These roads are highlighted on the plan titled, ‘Proposed C2 Controlled Parking Zone’. The plan also shows the original proposed C2 area, alongside a new, smaller area now under consideration for a CPZ, highlighted in green.

The roads in the area under consideration for a CPZ are: Astall Close, Baslow Close, Barchester Road, Derby Avenue, Enderley Close, Enderley Road, Farmstead Road, High Road (in part), Nicola Close, Sefton Avenue, Stanhope Avenue, Stox Mead, Weald Lane (in part) and Whitefriars Drive (in part).

As several roads did not support the introduction of parking controls, the Council is providing all residents and businesses within the wider C2 area a further opportunity to comment before deciding whether to proceed to statutory consultation later this year.

A statutory consultation is the formal legal stage in which the council proposes CPZ controls and invites objections or comments before any final decision is made.


CA proposed extension area

During the engagement within the proposed CA extension area, the majority of respondents indicated that they did not wish to be included within a CPZ.

Only a small number of roads expressed support for CPZ controls, and these are shown on the plan titled ‘Response to Parking Engagements Undertaken in the CA Areas During 2025’.


CA, review of the existing CPZ area, operational Monday to Friday, 10 to 11am and 2 to 3pm

During the review of the existing CA CPZ, residents were asked whether they supported extending the operational days and times.

The majority of respondents indicated that they did not support the proposed changes. The road level responses, showing which roads supported the proposals, are shown on the plan titled ‘Response to Parking Engagements Undertaken in the CA Areas During 2025’.


Way forward for CA proposed extension and CA review areas

Based on the outcome of both these engagement areas, the Council has listened and has decided not to proceed any further at this stage.

We do recognise that there are ongoing parking issues in the Wealdstone High Road and High Street area, and we continue to receive requests for improvements to better support local residents, businesses and visitors to the town centre.

Roads such as Spencer Road, The Crossway and other nearby roads have also shown support for parking controls. Therefore, we are planning to review the Wealdstone High Road and High Street area, including adjoining uncontrolled side roads, to identify potential parking improvements for both residents and businesses.

A new engagement strategy will be developed to improve how the town centre CPZs operate. Updates, including details of next steps, will be shared with residents and businesses later this year.


What is this engagement about?

To ensure that any parking issues are fully understood, and to minimise the risk of displaced parking and complaints arising on nearby uncontrolled roads, we are now seeking views from residents and businesses whose properties fall within the areas highlighted green and blue on the plan titled, ‘Proposed C2 Controlled Parking Zone’.

This also includes asking for additional feedback from residents and businesses who both supported and did not support the original proposals.

We continue to receive reports of parking difficulties, particularly in Sefton Avenue, Stanhope Avenue and Weald Lane. We would like to understand whether circumstances have changed for those who previously opposed the C2 proposals.

For this engagement, we will not ask for preferred operational days and hours for a possible CPZ, as this information was collected during the previous engagement. You will still have the opportunity to provide any additional feedback in the free-text box in the online survey below.

No decision has been made about introducing a CPZ. Your feedback will help the council decide whether to proceed to the statutory consultation stage, which is the legal step required before any changes can be implemented.

Another review in this area is unlikely for several years due to other borough-wide requests and ongoing parking schemes. It’s important to share any parking views now so we can address them. Even if you are not currently experiencing issues, nearby roads joining a new zone could cause future parking problems.


Next Steps

Once the engagement closes, officers will analyse responses on a road-by-road basis. Based on the results, the Council will decide what measures, if any, will proceed to the next stage.

The results will be presented to local ward councillors. Following this, the Strategic Director of Culture, Environment & Economy, together with the Portfolio Holder for Finance and Highways, will determine the next steps.
