Welcome to the Public Spaces Protection Order engagement page.

We want to restore pride in Harrow and continue to crack down on anti-social behaviour and people who make our borough a dirty and unpleasant place - you can help us by taking part in our Public Spaces Protection Order (PSPO) consultation so we know we're cracking down on the things you don't want to see ruin Harrow.

The PSPO consultation will run for 8 weeks from 21 March to 15 May 2023.


We want to introduce a single PSPO to cover the Borough but with five distinct localities with individual controls sitting below it. The five localities are:

  • The whole borough

  • Housing estates

  • Parks and green spaces

  • Town centres: Harrow Town Centre, Pinner, Stanmore, Wealdstone, Hatch End, Harrow Weald, South Harrow, North Harrow, Rayners Lane, Belmont , Sudbury Hill, Kenton, Kingsbury Edgware and Burnt Oak

  • Bentley Priory Nature Reserve, Pinner Memorial Park and the Viewpoint


We are interested in your thoughts and experiences of unacceptable and anti-social behaviours in public places and your views on how best to tackle such behaviours.


What we are proposing

Here is a summary of the activities that we propose to include in the PSPO. The full details can be found in the PSPO consultation information here.

Boroughwide the following areas are proposed for requirements/prohibition:

  • Street drinking while engaged in anti-social behaviour
  • Occupying (i.e living in) any vehicle or caravan
  • Consumption, use, and/or possession of psychoactive substances in a public place
  • Controlling and clearing up after dogs
  • Urinating/defecating and/or spitting in public
  • Careless disposal of cigarettes and other material
  • Obstructing Highways or causing annoyance with Vehicles
  • Smoking in Play Areas
  • Illegal advertising or running of events
  • Fires, barbecues and fireworks
  • Congregating groups engaged in anti-social behaviour
  • The PSPO would also require an individual to provide their name and address to an authorised officer when asked

Housing estates the following areas are proposed for requirements/prohibition:

  • Obstructing the entrances to or exit from any building, or the free passage of people on or in stairwells
  • Causing an obstruction which prevents or hinders the free passage of pedestrians or vehicles
  • Depositing unroadworthy vehicles
  • Fly-tipping
  • Bird feeding

Parks and green spaces (including Bentley Priory) the following areas are proposed for requirements/prohibition:

  • Littering
  • Dog Control
  • Driving vehicles on park land without prior permission
  • Unauthorised activities
  • Bird feeding

Town and urban centres (Harrow Town Centre, Pinner, Stanmore, Wealdstone, Hatch End, Harrow Weald, South Harrow, North Harrow, Rayners Lane, Belmont , Sudbury Hill, Kenton, Kingsbury Edgware and Burnt Oak) the following areas are proposed for requirements/prohibition or by permission:

  • Intimidating and/or aggressive begging
  • Obstructing access to business premises during opening hours
  • Leaving commercial waste in public spaces for an unreasonable length of time
  • Use of amplifiers or loud speakers without permission
  • Financial Agreements on the Street from a set stand only
  • Placing of tables, stands, or other furniture / fixings
  • Distribution of leaflets
  • Illegal or Unauthorised Street Trading
  • Feeding of Birds and Vermin

Bentley Priory, Pinner Memorial Park and Viewpoint the following areas are proposed for requirements/prohibition:

  • Dog control at Bentley Priory
  • Feeding of Birds in Pinner Memorial Park
  • Indecent behaviours and damage to grass areas at Viewpoint.
Bentley Priory is a recognised site of special scientific interest (SSSI) and a nature reserve. It has been identified as a location where nuisance and anti-social behaviour has been on the rise, and it is essential that protections are put in place to ensure that visitors and wildlife are protected from the recurring issues. Therefore, the proposal here is that dogs are required to be on a lead at all times.

Pinner Memorial Park

  • Feeding of ducks and pigeons in Pinner Memorial Park

Pinner Memorial Park is an easy to access park close to the town centre and transport links. Originally the large garden of West House the lawns, lake and attractions are a fantastic local resource. Feeding of birds however results in the large gatherings of pigeons and ducks and this results in large costs for damage and cleaning to structures, as well as causing nuisance to park users.

The Viewpoint

  • Engaging in any indecent behaviours in the designated area
  • Causing damage by forcing vehicle entry or driving over grass areas

The Viewpoint is an open area with spectacular views over Harrow and London which has a history of vehicle and personal antisocial behaviours. It was reopened after refurbishment in 2021 so the controls proposed are to keep it safe and accessible for everyone.
