Headstone Drive & Harrow View and Wealdstone Royal Estate CPZ - Parking Scheme Updates

This page explains the feedback and outcome of London Borough of Harrow's parking consultations carried out last year on proposals to introduce a CPZ in the Headstone Drive and Harrow View area, and to review the effectiveness of the Wealdstone Royal Estate CPZ, Permit C.

Scheme Background
Following complaints and petitions from residents about parking issues on their roads, the council undertook a four week parking consultation in the Headstone Drive and Harrow View area from Friday 25 October until Sunday 24 November 2024 .
The consultation took place to consider whether a CPZ should be introduced to address the parking challenges and future housing developments in the wider area.
At the same time, the council ran a consultation in the Wealdstone Royal Estate (Permit Zone C) to better understand parking issues in this zone, and whether the current hours and days of control should be extended. We wanted to ensure that if a new CPZ were to be introduced for the Headstone Drive and Harrow View area, both CPZs would work well together and minimise the risk of displaced parking.

A summary of the feedback for each consultation is outlined below.
Headstone Drive and Harrow View Area Feedback
We wrote to 1,792 residents, businesses and community groups in the area and received 442 valid responses (a 25% response rate). The main findings from the consultation showed:
- 171 (38%) respondents reported parking was always an issue on their road, while 151 (34%) said it was sometimes an issue. In contrast, 115 (26%) stated they had no parking problems.
- 232 (52%) respondents were in favour of a CPZ being introduced. 186 (42%) respondents opposed a CPZ, while 5% were unsure.
- Out of 232 responses, 173 (74%) respondents wanted parking controls to operate Monday to Friday, 8am to 6:30pm, while 59 (25%) respondents supported the Monday to Friday, 10am to 3pm option.
- 125 (54%) respondents were also in favour of Saturday parking controls operating 8am to 6:30pm.
Wealdstone Royal Estate CPZ, Permit C Feedback
We received 147 valid responses (a 20% response rate), the main findings from the consultation showed:
- 81(55%) respondents were in support of the proposal to extend the operational hours of the CPZ. In contrast, 57 respondents (39%) opposed it, while 9 respondents (6%) were unsure.
- Out of 81 total responses, 62 (77%) respondents preferred parking controls to operate Monday to Friday, from 8am to 6:30pm, while 19 respondents (23%) favoured the Monday to Friday, 10am to 3pm option.
- Out of 81 total responses, 43 respondents (53%) expressed a preference for parking controls on Saturdays, with 13 (16%) respondents favouring the 10am to 3pm timing, and 30 respondents (37%) opting for the 8am to 6:30pm option. Meanwhile, 25 (31%) respondents indicated they do not support parking controls on Saturdays.
The majority of residents who participated in both consultations expressed support for the introduction of a new CPZ in the Headstone Drive and Harrow View area and the introduction of changes to the existing CPZ, (Permit C.) This is due to ongoing parking difficulties and new developments in the wider area.
The public consultation results suggest that extending existing parking controls and introducing a new CPZ would help reduce this pressure, ensuring that residents have better access to parking spaces and improving overall traffic flow.

Consultation decision
Based on the results and following discussions with ward councillors, and recommendations to the Portfolio Holder for Finance and Highways, it has been agreed that the council will move forward to deliver the following proposed changes:
- A new Controlled Parking Zone (CPZ) in the Headstone Drive and Harrow View Area, to operate Monday to Saturday, 8am to 6.30pm
- Increase the operational hours and days in the existing Wealdstone Royal Estate CPZ (Permit C), to Monday to Saturday, 8am to 6.30pm.
What happens next?
The council has decided to implement the parking schemes through an Experimental Traffic Order. These orders last up to 18 months, with an initial six-month consultation and monitoring period in which residents and businesses can provide feedback about the schemes.
Adjustments can be made to the schemes based on feedback, prior to a final decision being made on whether the schemes remain in place and/or whether any final changes are made.
We will write to all residents again before the implementation of the new parking schemes with further information. This will include how residents apply for permits (Headstone Drive & Harrow View), or apply for additional permits if required (Wealdstone Zone C), the hours of operation of the CPZs, when the schemes will officially start and how residents can raise any issues or comments regarding the new schemes.
