What is the Housing Resident Engagement Strategy?
The strategy sets out how the London Borough of Harrow will involve council tenants, leaseholders and residents living on or near council housing estates in decisions about housing services, their homes and neighbourhoods.
It will set out the different ways residents can get involved, how we will listen to their views and how we will show residents what has happened as a result of their feedback.
Why are you updating the strategy?
We want to make sure our approach to resident engagement reflects what residents need and how they would like to be involved.
We also need to make sure our approach meets the requirements of the Regulator of Social Housing, including giving tenants meaningful opportunities to influence and scrutinise housing services.
Who can take part in the consultation?
We particularly want to hear from council tenants and leaseholders, as well as other residents living on or near council housing estates in Harrow.
You can take part whether you are already involved in resident activities or have never taken part before.
Why should I take part if I have never been involved before?
You do not need any previous experience of resident engagement to take part. We want to understand why some residents get involved and why others do not, including whether there are barriers that make it difficult to participate.
Your views can help us make future opportunities more accessible and relevant to residents.
What do you mean by resident engagement?
Resident engagement is about giving residents opportunities to have their say and influence decisions about their homes, neighbourhoods and housing services.
This could include completing a survey, attending a meeting or event, joining a residents' group, taking part in an estate inspection or getting involved in discussions about improvements to housing services.
How can residents currently get involved?
There are already a number of ways to get involved, including estate inspections, residents' meetings, Estate Champions, the Residents' Board, the Leasehold Improvement Group, Tenants and Residents Associations (TRAs), and consultations on planned investment and building safety.
What can I have a say on?
Depending on the issue, residents may be able to help shape housing services, planned improvements, building safety, estate and neighbourhood issues and how the council communicates and engages with residents.
The new strategy will set out more clearly how and when residents can get involved.
How will my feedback be used?
We will review the survey responses alongside feedback from our engagement events and other discussions with residents.
This will help us identify what is working well, what needs to improve and how residents would like to be involved in the future. We will use this feedback to help develop the new Housing Resident Engagement Strategy.
Will you tell us what happens as a result of the consultation?
Yes. Once the consultation has closed, we will share the findings and explain how residents' feedback has been considered in developing the final strategy.
Is the council required to involve tenants in decisions?
Yes. Social landlords are expected to give tenants opportunities to influence and scrutinise housing services and to show how tenants' views have been taken into account.

When does the consultation close?
The consultation is open until 15 November 2026. Please make sure you complete the survey by the closing date.
