London Borough of Harrow's engagement on priorities for allocating housing income within the Housing Budget for 2026/27, will run for 6 weeks from 16 September to 31 October 2025.

Introduction

The council is reviewing how to allocate its Housing Revenue Account (HRA) budget for 2026/27. We would like to hear your views and ideas on where we should invest more money to improve housing services next year.

NOTE: Health and safety compliance checks and boiler replacements are statutory requirements and are therefore excluded from the questions below.

We would like to understand your priorities for investing resources (manpower, expertise, and money) in the following four service areas:

  1. Capital investment

  2. Repairs and maintenance

  3. Improvements of estates and neighbourhoods

  4. Improvements to customer service


How we will use your feedback

Your feedback will help shape how we allocate funds and resources for 2026/27. The outcomes of this survey will be reflected in the January 2026 Housing Budget Cabinet Report.

We are committed to sharing the results with you and showing how your feedback influenced our decisions. Updates will be provided in the next edition of Homing In residents’ magazine.

Please note: Improving certain services may lead to a small increase in service charges.

  • Attend the Your Voice, Your Views Workshop on Tuesday 7th October, 11am to 1pm, Victoria Hall, 1-3 St Johns Road, Harrow, Middlesex, HA1 6QT. All council tenants and leaseholders are invited. To register your attendance at the workshop, email: rinvolve@harrow.gov.uk
