What is the public consultation about and why is it important?
The purpose of the public consultation is to ensure that the final plan reflects the needs, priorities, and concerns of the community. It gives everyone the chance to have their say, helping to shape decisions and ensure that the Strategy is inclusive, effective, and aligned with what local people want and need for their parks and green spaces. Your feedback is valuable in making sure the Strategy works for everyone in the Borough. |
What is the scope of the Strategy and what does it exclude?
The scope of the Parks and Open Space Strategy covers all parks, green spaces, and recreational areas within the London Borough of Harrow. This includes parks, amenity green spaces, nature reserves, sports fields, playgrounds, and any other open spaces that contribute to the borough’s environment, community health, and well-being.
However, the Strategy excludes allotments and cemeteries, as these spaces are managed under different frameworks. While we recognise that these areas also hold natural value and potential, they are not included within the scope of this Strategy. It also does not include privately owned green spaces, such as those on private estates or individual properties, unless they are publicly accessible. Additionally, the Strategy does not cover specific developments like major housing projects or commercial developments, though their potential impact on existing green spaces is considered. The focus remains on improving and managing the spaces that are already in public use for the benefit of the community.
What are the five themes?
The Park and Open Space Strategy is built around five key themes that will guide the development and management of Harrow’s green spaces.
How was the draft strategy developed?
The draft Parks and Open Space Strategy was developed over several months by the London Borough of Harrow, with input from a steering group made up of key officers from various departments, including infrastructure, grounds maintenance, planning policy, community engagement, public health, corporate estates, community safety, sports and leisure, events, climate change and nature recovery, and communications.
The team worked collaboratively to assess the current state of the borough’s parks and open spaces, identify key challenges, and set clear, actionable goals for the future. This approach ensures that the Strategy is comprehensive, addresses a wide range of issues, and meets the diverse needs of the community.
Why do we need a Strategy?
A Strategy is essential to guide the future development and management of Harrow's parks and open spaces. Since the London Borough of Harrow has not had a strategy in place since 2017, it's important to create a clear, updated plan that addresses the current challenges these spaces face, such as urban development, climate change, and growing demand from residents. With a well-defined Strategy, we can ensure that our green spaces are accessible, inclusive, and meet the diverse needs of the community.
The Strategy also allows us to maximise the potential of these spaces to support the environment, improve community health and well-being, and make Harrow a more sustainable and resilient place for everyone.
How will we use your views?
Your feedback from the survey will be reviewed and analysed by the Council to help shape the final Parks and Open Space Strategy. This will ensure the Strategy reflects the needs and priorities of everyone who lives, works, and visits the borough.
