Consultation has concluded
UPDATE: Thank you to all those who responded. We received 70 responses, have analysed the results and are in the process of preparing a report to London Councils in March 2024, outlining our proposal to change the way Penalty Charges Banding in Harrow operate.
The results of the consultation will form part of the report and will be taken into consideration before a decision is made on how to proceed. The report will be uploaded in the documents section to the right of this page in March. Once we know the outcome of London Council’s decision we will provide a further update here.
London Borough of Harrow is consulting on proposals to change Penalty Charge Notice (PCN) tariffs in Harrow from Band B to the higher Band A. The two Bands are set by the organisation "London Councils" and are approved by the Mayor of London and the Secretary State for Transport.
Our consultation runs for six weeks between 00:01 on September 29th and 23:59 on November 12th. The consultation has now closed.
Harrow currently has Band B PCNs. We believe that by introducing Band A PCNs in Harrow, this will bean effective and increased deterrent against nuisance parking and will reduce the number of incidences of inconsiderate parking.
Please note: There will be no change to PCNs issued for moving traffic contraventions which are already at the higher tariff. You can find out more information on what a moving traffic contravention is and how these are enforced on ourwebsite.

London Councils are carrying out their own consultation on London Parking and Traffic Enforcement Penalty Charges at this time. Their proposal is to withdraw Band B completely.
London Borough of Harrow cannot predict the outcome of the London Councils' consultation. This would be called predetermination and should it not be approved, it would be too late to protect Harrow's financial position. That is why our consultation is running in parallel.
