Why has the Portland Crescent area been selected?

In 2023, the London Borough of Harrow carried out a borough-wide review to identify areas where 20mph zones and traffic-calming measures could be introduced.

The areas were ranked in order of priority, and we have been working through this programme. The Portland Crescent area is now next for consideration.

What are the expected benefits of the proposed scheme?

The proposals aim to reduce vehicle speeds and improve road safety for everyone, particularly people walking and cycling.

The traffic-calming measures may also discourage drivers from using residential roads as shortcuts.

How are the locations for the speed humps chosen?

The proposed locations are identified by the scheme designers, taking account of guidance on spacing and the layout of each road. This includes avoiding locations where humps would interfere with access to driveways.

Vehicles can still park on speed humps where parking is otherwise permitted, so the proposals are not expected to reduce parking spaces.

Can the proposed locations of the speed humps be changed?

Yes. The locations shown on the consultation plan are indicative and may change following the consultation and further design work.

If you have concerns about a particular location, please explain these in your survey response so they can be considered before a decision is made.

Will the proposals affect emergency vehicles?

Sinusoidal speed humps may affect journey times for larger emergency vehicles, such as ambulances and fire engines.

The police, fire and ambulance services, along with other interested organisations, will be consulted on the proposals. Their feedback will be considered alongside responses from residents and other road users before a final decision is made.

Will the proposals cause additional noise?

The proposed traffic calming measures are designed to reduce vehicle speeds. There may be some additional noise or vibration as vehicles pass over speed humps or entry treatments.

Any concerns raised about noise or vibration will be considered as part of the consultation before a final decision is made.

Will there be 20mph repeater signs?

In a 20mph zone, we generally use 20mph markings on the road to remind drivers of the speed limit, rather than installing additional repeater signs.

    What happens after the consultation?

After the consultation closes, we will analyse the responses and consider whether any changes should be made to the proposals.

The findings and proposals will then be considered by the Highways Decision Board, which will decide whether the scheme should go ahead.

We will publish an update on MyHarrow Talk once a decision has been made.

If approved, construction is currently expected to start in summer 2027, subject to contractor availability and weather conditions.
