Harrow Public Spaces Protection Orders 2027-2030
The London Borough of Harrow is preparing replacement Public Spaces Protection Orders (PSPOs), as the current orders are due to expire in January 2027.
We are proposing to continue with most of the existing restrictions for a further three years, with some changes proposed.
The consultation on the proposed replacement orders will run for six weeks, from Monday 5 October until 11.59pm on Sunday 15 November 2026.
PSPOs are used to help tackle anti-social behaviour in public spaces where it is having a negative impact on residents, businesses and visitors.
They cover behaviours such as street drinking, spitting, urinating or defecating in public, dog control, litter and waste, vehicle-related nuisance, unauthorised street trading, fires and barbecues, and other activities that may cause harassment, alarm, distress or environmental harm.
We are proposing to renew the existing PSPOs covering:
- the whole borough
- town and district centres
- housing estates
- parks and open spaces
- specified public places (The Viewpoint and Bentley Priory)
Most existing restrictions would stay the same. The proposed changes include:
These include:
updating the boroughwide alcohol restriction to make clear that drinking alcohol must not cause, or be likely to cause, nuisance or annoyance
introducing a boroughwide restriction on leaving or depositing rubbish or waste, including household and builders' waste, outside a bin or other receptacle provided for that purpose. This is often known as “side waste”. The restriction would be removed from the Housing Estates PSPO because it would be covered by the boroughwide order
clarifying some existing restrictions, including those relating to vehicle idling and access to the highway
removing some existing restrictions from the parks order, including those relating to magnet fishing, camping overnight for the purposes of fishing, metal detecting, CCTV, open-water swimming and foraging.
No changes are proposed to the restrictions covering town and district centres or specified public places.

What happens next?
Your feedback from the survey and our public engagement will be considered alongside enforcement evidence, legal requirements and an Equality Impact Assessment. The proposals may be changed following the consultation before a final decision is made by Cabinet.
