Introduction

The London Borough of Harrow is seeking your views on proposals to extend the age range from 3 years old - 11 years old to 9 months - 11 years old at Roxbourne Primary School to allow the school to establish a School Based Nursery as part of the Department for Education’s childcare expansion programme.

In order to support the government’s commitment to create or expand school-based nurseries across England, there is no longer a requirement for local authorities and governing bodies to follow the statutory prescribed alterations (‘change of age range’) process when they want to make changes to a school’s age range in order to add, remove or change existing nursery provision. Where these changes to nursery provision are made, we expect local authorities and governing bodies to have regard to ‘Changes that can be made outside of the statutory process’, including ensuring an open and fair consultation.

Current Situation

Roxbourne Primary School currently has a Nursery for pupils aged 3 years old - 4 years old. In April 2025, Roxbourne Primary School was successful in securing a £150,000 grant from the Department for Education (DfE) to establish a School-Based Nursery, serving children from 9 months old. Roxbourne was the only school in the London Borough of Harrow to submit a successful application.

Proposal for Roxbourne Primary School

The Space: The school intends to invest approximately £220,000 to remodel a dedicated area of the school building. The new nursery will create a fresh, open-plan space of around 155 square meters. The setting will benefit from its own entrance at the front of the school and a dedicated outdoor learning area, designed with their youngest children in mind.

Opening Date: We are currently working towards an official opening date of Monday 29th September 2025.

2025/26 Admissions: At launch, we intend to start small, and term-time only, ensuring the highest standards of care and provision. We will begin by offering places for:

  • Six children aged 9 months – 2 years, and
  • Ten children aged 2 – 3 years

2026/27 Admissions and Beyond: In time, we plan to expand our offer to:

  • Up to twelve places for children aged 9 months – 2 years, and
  • Up to twenty places for children aged 2 – 3 years.
  • Planned Core Day and Extended Day: We intend for the nursery to operate a core day from 9:00am – 3:00pm, with the possibility of an extended day from 8:00am – 4:30pm, subject to demand.
