As part of the Council's 2026/27 Parks Capital Programme, we are developing a programme of improvements for Roxbourne Park.

Roxbourne Park is a valued community green space that supports recreation, sport, walking, nature, and community activities throughout the year. The proposed improvements aim to enhance the quality, accessibility, safety, and long-term sustainability of the park while protecting the features that make it a much-loved local destination.

The proposals have been developed following site assessments, condition surveys, accessibility reviews, and ongoing discussions with key park stakeholders, including the Friends of Roxbourne Park, the Harrow and Wembley Society of Model Engineers, local sports clubs, and other groups that regularly use the park.

These assessments have helped identify opportunities to improve ageing infrastructure, address ongoing maintenance issues, enhance accessibility, and invest in facilities that will benefit residents and visitors for years to come.

About the Parks Capital Programme

The Parks Capital Programme is the Council's long-term investment programme for parks and open spaces across the borough.

The programme supports the objectives of the Parks and Open Space Strategy 2025–2030 and aims to create high-quality, welcoming, accessible, and sustainable green spaces that support health and wellbeing, biodiversity, climate resilience, and community use.

More than £6 million will be invested in parks and open spaces across the borough over the next three years, helping to improve facilities, raise quality standards, and ensure parks continue to meet the needs of current and future generations.

Proposed Improvements at Roxbourne Park

The proposed improvement works focus on creating a safer, more accessible, and better connected park while improving its overall appearance, functionality, and long-term resilience.

The programme includes:

  • Improvements to the playground
  • Upgrades to footpaths and access routes
  • Enhanced entrances and signage
  • Replacement fencing in selected locations
  • Assessment and future improvements to the pavilion building

Playground Improvements

The playground is one of the most popular facilities within Roxbourne Park and is well used by local families and visitors.

The proposals have been developed following an assessment of the existing play equipment, surfacing, layout, safety considerations, and ongoing maintenance requirements. Where practical, existing equipment will be retained and incorporated into the new layout, while ageing infrastructure that has reached the end of its serviceable life will be replaced.

A draft playground concept has been prepared to help guide future investment and create a more modern, accessible, and enjoyable play environment.

Current PlaygroundWhile relocating the playground more centrally within the park was considered, no suitable location was identified that would avoid impacts on existing recreational uses, including football and cricket. Instead, the proposals seek to relocate the playground slightly further into the park and away from the river corridor.

This approach would:

  • Improve safety by increasing the distance between the playground and the riverbank
  • Improve visibility and natural surveillance around the play area
  • Create a more open and welcoming environment
  • Support ongoing monitoring and maintenance of the riverbank
  • Improve connections to existing and future walking routes through the park

There is also an opportunity to formalise an existing desire-line path along the northern edge of the playground, improving accessibility and movement through the area.

Footpath and Access Improvements

Improving the park's footpath network is a key part of the proposed investment programme.

Several paths are showing signs of wear and deterioration, and improvements are required to provide safer, more accessible, and better connected routes throughout the park.

The proposals include:

  • Resurfacing significant sections of the footpath network
  • Improvements to the car park surfacing and bay markings
  • A new link path connecting the riverside walk to the culvert crossing
  • Extending existing paths to improve connectivity across the park
  • Improvements to routes serving Woodlands Avenue and Roxbourne Rough

The project will also address localised drainage issues affecting parts of the park.

Sustainable drainage features, including swales and other natural flood management measures, are being considered to help manage surface water, reduce flood risk, and support biodiversity.

Entrances and Signage

The park's entrances play an important role in creating a positive first impression and helping visitors navigate the site.

The proposals include:

  • Replacement entrance gates
  • New vehicle height barriers
  • Replacement bollards and fencing where required
  • New park signage and wayfinding

The new signage will follow the Council's borough-wide Green Flag standard and will include maps, wayfinding information, details of park facilities, and information about the park's heritage and local environment.

Sections of ageing iron rail fencing are reaching the end of their serviceable life and require ongoing maintenance.

Pavilion Improvements

The pavilion is an important part of Roxbourne Park and plays a key role in supporting sports clubs, community activities, events, and park users throughout the year.

To help ensure the building continues to serve the community into the future, the Council is exploring opportunities for improvements that will enhance safety, functionality, and the overall user experience.

A separate capital funding allocation will be used to support future pavilion improvements. These works will focus on ensuring the building remains safe, fit for purpose, and capable of supporting existing users while providing opportunities for wider community use.

The aim is to create a more welcoming, practical, and sustainable facility that complements the wider improvements taking place across the park and helps enhance the overall visitor experience.
