(Closed) Smoke Control Order

London Borough of Harrow's engagement on its Smoke Control Order (SCO) will run for six weeks from 04 November 2024 to 23:59 on 25 January 2025
Background
A smoke control area is a designated area where there are controls on the smoke allowed from a chimney within a residential or commercial property.
In smoke control areas, you must use a Defra approved appliance if burning wood. Open fires and non-Defra approved appliances can still be used, but only if burning authorised manufactured solid fuels or smokeless fuels.
Smoke control zones do not impact on smoke from outside a property such as BBQs, outdoor pizza ovens, etc
It is the discretion of the local authority to decide whether a smoke control area should be created, which will be based on whether smoke emissions are an issue in the area. Harrow made a smoke control order for some parts of Harrow (in the 1950’s), but the original order cannot be located by the council or DEFRA and therefore enforcement cannot take place. Therefore it is proposed to create a new Smoke Control Order that will cover the whole of Harrow.
Why were are consulting with residents and businesses
The aims of this consultation are to:
- Inform the community and build awareness of the purpose and potential implications of the SCO;
- Undertake consultation on the action plan that is meaningful, inclusive and transparent to understand the community's views on air quality;
- Use that feedback to inform any appropriate changes to the SCO;
- Feed back to the community to let them know that we have listened and acted on the information they have provided.

What happens after the consultation?
London Borough of Harrow will take all steps necessary to implement the new Smoke Control Order in accordance with statutory requirements if no objections are received, or if objections are received, a report will be taken to Cabinet to consider these and any proposed amendments to the order if considered appropriate.
