Welcome to to the South Harrow CPZ M3 Extension Statutory Consultation page.

The London Borough of Harrow has written to residents and businesses within the existing CPZ M area and the proposed M3 extension area to provide an update on the engagement carried out in winter 2025 and to invite feedback as part of the formal statutory consultation for the proposed M3 extension.

The three-week statutory consultation runs from Thursday 26 February until 23:59 on Wednesday 18 March 2026.


Background

In January 2024, the Council received a petition signed by 11 residents of Northolt Road requesting that a consultation be undertaken in the area and a residential parking scheme be introduced.

Following receipt of the petition, the Traffic and Road Safety Advisory Panel (TARSAP), at its meeting in May 2024, agreed to include the associated roads within the consultation areas for South Harrow as part of the Council’s 2024/25 Parking Programme.

An informal public engagement exercise was carried out in November and December 2024 to gather feedback from residents within the existing South Harrow Zone M Controlled Parking Zone (CPZ), as well as from those living in the uncontrolled roads adjacent to the existing M3 CPZ area (see consultation map).

When considering the existing M CPZ and a possible extension to the M3 CPZ, residents were asked whether they supported the following proposals:

  1. Changing the existing M CPZ hours (currently Monday to Friday, 10am to 11am and 2pm to 3pm) to operate Monday to Saturday, 8.00am to 6.30pm.
  2. Extending Zone M3 (which currently operates Monday to Saturday, 8am to 6.30pm) into nearby uncontrolled roads.

The purpose of the engagement was to understand local parking issues and assess whether residents would support these proposals.


Engagement results

South Harrow CPZ – Proposed Extension (Zone M3)

The Council received 110 valid responses, representing an 18% response rate.

  • 56% (62 residents) said they always or sometimes experience parking problems.
  • 44% (47 residents) said they never experienced issues.
  • Overall support for the proposed CPZ extension was 43% (47 residents) in favour, 51% (57 residents) against, and 6% (6 residents) unsure.
  • Support varied between roads. In Park Lane, 75% (21 residents) did not support a CPZ and 21% (6 residents) supported it, which strongly affected the overall results.
  • In Park Lane, most residents who did not support the proposals live between Grovelands Close and Eastcote Lane. When these responses are excluded, the results show a majority in support: 46 residents (46%) in favour of a CPZ, and 40 residents (40%) are against.

South Harrow CPZ – Existing Area (Zone M)

The Council received 296 valid responses, which represents a 14% response rate.

  • 52% (152 residents) said they always experience parking problems and 24% (71 residents) said they sometimes experience problems.
  • 24% (71 residents) said they never experienced issues. 2 residents stated they do not own a car.
  • 77% (229 residents) did not support changes to the existing CPZ hours, 19% (55 residents) supported changes, and 3% (9 residents) did not answer.
  • When asked whether their views would change if nearby roads joined the CPZ, 52% (155 residents) said no, 3% (9 residents) said yes, and 3% (9 residents) were unsure.

Although most residents did not support changing the hours, a large number reported parking difficulties, suggesting ongoing parking issues in parts of Zone M.


Way forward

South Harrow CPZ – Proposed Extension (Zone M3)

The engagement results were presented to local ward councillors and the Portfolio Holder for Finance and Highways. While many residents supported action to address parking pressures, we also recognise that some did not support the introduction of CPZ controls. After considering all feedback, it was agreed to carry out a statutory consultation to gather formal views from residents and other stakeholders on the proposals.

The proposed M3 CPZ extension in the areas where parking pressures were most evident and where there was stronger support will now proceed to the statutory consultation stage. This legal process will allow all residents to review the detailed designs and understand the potential impact of the proposals before any final decision is made.


What are we proposing?

We are proposing to extend the M3 CPZ to include the currently uncontrolled roads listed below. The extended zone would operate Monday to Saturday, 8am to 6.30pm, helping to manage parking demand and give greater priority to residents and their visitors.

  • Alexandra Parade (Northolt Road), Cadogan Close, Grovelands Close, Northolt Road (in part), Paddocks Close, Park Lane, Park Mead, Station Parade (Northolt Road), Stroud Gate, Westwood Avenue and Wood End Avenue.

A number of these roads have also been identified as suitable for ‘Permit Holders Past This Point’ areas. In these roads there will be no individually marked bays; instead, only vehicles displaying a valid permit may park beyond the entry signs during controlled time, Monday to Saturday, 8am to 6.30pm. This approach maximises available space and provides clearer, simpler signage for residents and their visitors.

Alongside the CPZ proposals, we are also planning measures to support local businesses and improve access to short stay parking and loading facilities:

Shared-Use bays (Permit Holder & Pay by Phone)

  • Permit Holders and those displaying a Visitor Permit can park within these bays during the operational days and hours of the M3 CPZ, Monday to Saturday, 8am to 6.30pm.
  • Shoppers can park for a maximum of 3 hours, with no return within 4 hours, operating Monday to Saturday, 8am to 6.30pm. Parking will be free outside these hours, and a one-hour free session will apply to Pay by Phone bays during the operational times.

New loading bays, available at all times (24/7) for loading and unloading only, with a maximum stay of 1 hour and no return within 1 hour.

The parking and loading facilities as detailed above are proposed on sections of Alexandra Parade, Station Parade and Northolt Road. Detailed layout plans are available within the statutory consultation plans. Postal copies can be requested by contacting transportation@harrow.gov.uk.

Please note that no decision has yet been taken regarding the introduction of these proposals. All responses received during the statutory consultation will be fully reviewed and considered prior to any final decision. We encourage you to participate in the consultation and provide your feedback.


South Harrow CPZ – Existing Area (Zone M)

The results of the consultation were presented to local ward councillors and the Portfolio Holder for Finance and Highways. After carefully reviewing all feedback, it was agreed that changes to the existing South Harrow CPZ (Zone M) will not be taken forward, as most residents indicated they did not support altering the current arrangements. There will be no further consultation in this area.

Although a questionnaire has not been issued to Zone M residents as part of this stage, anyone may respond to the online consultation if they wish.


What happens next?

The Council is now at the formal legal notification stage required before a Traffic Management Order (TMO) can be made.

The TMO will be published in the London Gazette and the Harrow Times on Thursday 26 February 2026, which is when the statutory consultation starts. From this date, the TMO and detailed plans can be viewed online at www.harrow.gov.uk/trafficorders and in person at Greenhill Library.

During the three-week statutory consultation period anyone may support the proposals, raise concerns, or submit a formal objection in the survey below.

Objections can also be submitted by email to transportation@harrow.gov.uk or by post to London Borough of Harrow, Transportation, P.O. Box 1362, Harrow, HA3 3RL.

When submitting a formal objection, you must clearly include the word “object” or “objection”, state your reasons, and include your name and full address.

All responses must be received by Wednesday 18 March 2026, quoting reference 26-08.


What happens after the consultation?

All comments and formal objections received during the statutory consultation period will be reviewed and shared with local ward councillors and then passed to the Portfolio Holder for Finance & Highways for a final decision. If the Portfolio Holder approves the proposals, the scheme may proceed to implementation. Residents and businesses within the consultation area, along with anyone who submitted a formal objection, will be informed of the outcome.

If a significant number of objections are received that show strong local support for an alternative or amended approach, and those objections are upheld, the Council may need to re-engage with all affected properties to seek views on revised proposals. In such cases, implementation may be delayed until there is a clear consensus from those impacted by the proposed changes.
