Welcome to the Special Treatment Licence Statement of Policy and Principles engagement page.

Background

During the six-week consultation period, London Borough of Harrow welcomes the views of residents, businesses, operators and people involved in the licensed trade on Harrow's Draft Special Treatments Policy

The closing date for submitting consultation responses is 23:59 on 25 May 2025.


Proposed Policy

London Borough of Harrow has adopted the London Local Authorities Act 1991 (‘the Act’) to regulate special treatment businesses. Part II, Section 4 of the London Local Authorities Act 1991 defines a special treatment premises as: ‘Any premises used, intended to be used or represented as being used for the reception massage, manicure, acupuncture, tattooing, cosmetic piercing, chiropody, light, electric, vapour, sauna, or other baths or treatments of a like kind’.

Although there is no requirement under the Act for Local Authorities to have a policy specific to special treatments, Harrow’s Licensing Team are of the view that this proposed policy will bring consistency for the application process, which will benefit Harrow’s businesses and the enforcement team.

The Draft Special Treatment Policy sets out London Borough of Harrow’s requirements that are placed on businesses, applying for a Special Treatment Licence.

This is a new policy and has been prepared, taking into consideration available guidance, such as the A-Z list, which was produced by the ‘Special Treatment Group’ made up of representatives from the majority of the 32 London Boroughs, as well as the council's current processes.

We will be running the following drop in events during the consultation:

  • Tuesday 22nd April 2025, 10am-2pm at Conversation Café, St Peter's Church, Colbeck Road, West Harrow, HA1 4BX
  • Wednesday 7th May 2025, 2pm – 5pm at North Harrow Community Library, 429 – 433 Pinner Road, North Harrow, HA1 4HN.

Next steps

We will consider all the responses and amend the proposed policy as appropriate. The updated policy will then be considered by the Licensing and General Purposes Committee on 9th June 2025.
