What is the kerbside?

    The kerbside is the area immediately next to the pavement - typically where vehicles are parked, but also where loading, bus stops, cycle parking, EV charging and other important street functions take place. 

    It is one of Harrow’s most heavily used and valuable pieces of public space. 

    What is wheeling?

    Wheeling is defined as a mode of movement at a walking pace that involves wheels, such as using a wheelchair or mobility scooter, or walking with wheels, such as a pushchair or walking frame.

    Why is the Council developing these strategies?

    As demands on Harrow's streets continue to grow, the Council needs a clear and fair approach to managing them.

    The strategies will build on the Long Term Transport Strategy (2024) and guide future decisions and investment relating to walking, wheeling and cycling, parking, kerbside space, accessibility and road safety.

    The Council also wants to enable greener travel to improve public health, reduce congestion, support cleaner air and make neighbourhoods safer and more enjoyable.



    Who can take part in this engagement?

    We are inviting views from everyone who lives, works, studies or travels through Harrow.

    How can I share my views?

    You can take part by completing the online survey and using the interactive map.

    The survey asks for your views on priorities, issues and opportunities relating to active travel, kerbside use and parking and enforcement across Harrow.

    The interactive map allows you to identify specific locations where there are issues or opportunities. You can highlight places where improvements may be needed and suggest changes relating to walking, wheeling and cycling, parking and enforcement, and how kerbside space is used.

    You can also come and speak to the project team at one of our engagement events listed above. We'd like to hear your views and discuss any issues or opportunities you think should be considered as part of the three strategies.

    How will feedback be used?

    Feedback received through the consultation will help inform the development of the Active Travel, Kerbside and Parking & Enforcement Strategies.

    It will help the Council understand local issues, challenges and opportunities, and shape future decision-making relating to Harrow's streets.

    How will accessibility be considered?

    Accessibility is a key component of all three strategies.

    This includes crossing facilities, accessible routes, Blue Badge parking, accessible loading arrangements and kerbside design for people with mobility needs.

    The strategies place strong emphasis on inclusive design for people using wheelchairs, mobility aids, adapted cycles, or who have visual, hearing or cognitive impairments.

    Feedback from residents with disabilities is particularly important to us.

    When would interventions informed by the strategies be implemented?

    No immediate or specific changes will result directly from the development of these strategies.

    The strategies will guide future decision-making over several years. Any future proposals would be brought forward separately and consulted on as part of the Council's statutory processes.

    The delivery of any interventions arising from the strategies will depend on funding availability, maintenance schedules and the needs of local areas.

    Will the strategies affect travel and access?

    The strategies will consider how Harrow's streets support different types of movement, including walking, wheeling, cycling, public transport, servicing and access by car.

    No specific changes are being proposed at this stage. This engagement will help the Council understand local needs and priorities, which will inform the development of the strategies.

    This may include consideration of bus stop design, loading restrictions, bus priority measures, parking arrangements and improvements to walking and cycling infrastructure.
