The London Borough of Harrow is developing a new Active Wellbeing Strategy to help more residents move more, feel better, and enjoy healthier, more fulfilling lives.
Physical activity plays a vital role in supporting both physical and mental health, yet activity levels in Harrow have not fully recovered since the Covid pandemic. This Strategy seeks to understand the reasons behind this and identify what would support people to be more active in their daily lives.
To inform this work, we are launching an Active Participation Survey, running for eight weeks from Wednesday 26 November 2025 to 23:59 on Wednesday 21 January 2026. Your feedback will help shape Harrow’s approach to improving physical activity across the borough.
Why we are developing this Strategy
The Strategy will set out a clear, long-term vision for increasing activity and reducing inactivity across Harrow. Our aim is to make being active:
part of everyday life
easy to access
inclusive and enjoyable
available to everyone, regardless of age, background or ability
We will look beyond traditional exercise and consider a wider range of opportunities, such as gardening, dance, community spaces, and under-used facilities.
The Strategy will also raise the profile of leisure services, reflect the views of residents, and help us understand the barriers that prevent people from being active.
What the Strategy will focus on
The Strategy will focus on four key themes:
- Active People: Supporting more residents to be active more often.
- Active Places: Making better use of Harrow’s parks, facilities and community spaces.
- Active Communities & Partnerships: Working with clubs, organisations and community groups to strengthen opportunities for active living.
- Active Environments: Ensuring Harrow’s built, natural and digital environments support active lifestyles.
The Strategy will guide future investment, engagement and collaboration, supported by an Action Plan with clear responsibilities for delivery.
How to get Involved
We want to hear from as many people as possible. We’ve already spoken with a range of partners and stakeholders, and we are now gathering views from residents to ensure your experiences shape our priorities.
We have surveys for both adults and young people.
The adult survey asks questions such as:
What types of activity do you take part in and where?
What prevents you from being more active?
What would help you to be more active?
What would you like to do more of?
Your feedback is vital. It will directly inform the Strategy and help create a borough where being active is easier, more enjoyable, and better supported.

What happens next?
Your responses will help shape the draft Strategy, alongside insights from young people, stakeholders, and community partners. The draft Strategy will be considered by Cabinet before going out for wider public consultation later in 2026.
