Welcome to to the Controlled Parking Zone (C2) Review engagement page.

London Borough of Harrow's consultation on reviewing parking in an area of Harrow Weald will run from Monday 20 January to 23:59 on Monday 17 February 2025.

Please note that this is first stage consultation and therefore no decision has been made on any changes required, or any scheme to be progressed. The purpose of this consultation is to get important feedback from residents and businesses on parking issues across the area.

Background

Following a borough-wide review of on street parking, the Council is currently reviewing the parking arrangements across several areas. The Council have received concerns regarding parking in Weald Lane and Stanhope Avenue. Subsequent on street parking surveys across the area have also confirmed high parking saturation in several roads and other parking issues including:

•Displaced non-residential parking from nearby Controlled Parking Zones (CPZ).

•Residents and/or their visitors being unable to park near their homes.

•Reports of dangerous parking and speeding.

•High demand to park on street during the day and evening.

We are seeking your views regarding on street parking in your road. This consultation will help identify if a new CPZ for the area is required.


Consultation Approach

We are now consulting residents and businesses within the area - as shown on the consultation plan. The plan details the boundary of residents we are consulting, and we have provisionally called this consultation area C2.

We are also consulting residents and businesses in the nearby CPZ, Permit CA, which operates Monday to Friday, 10am -11am & 2-3pm, to assess their parking needs.

These consultations will help the council better understand parking issues in this area, whether the current hours and days of control for Permit CA should be extended and to ensure all CPZs work well together and minimise the risk of displaced parking.


Proposed operational times and days

In considering a new proposed CPZ for the area we would like to know what parking issues you may be experiencing and if you support any of the following proposals:

1. A new CPZ operational Monday to Friday, 10am to 3pm

2. A new CPZ operational Monday to Friday, 8am – 6.30pm

3. A new CPZ operational Monday to Friday, 8am – Midnight.

The options for Saturday and/or Sunday controls have also been included as part of this consultation.

These options will help control and regulate parking and free up road space for residents. The consultation will also help identify any parking problems and, if necessary, introduce appropriate measures.


Drop-in sessions

Your feedback is very important to us, and we welcome your attendance at one of the following consultation drop-in sessions held at Wealdstone Library, 38-40 High Street, Harrow, HA3 7AE on:

•Thursday 6 February, 1.30pm – 5.30pm

•Saturday 15 February,10am to 1pm

These drop-in sessions will provide residents and businesses the opportunity to talk through the consultation, raise any questions, and discuss any parking issues with council officers. Please drop in at any time to these sessions.

How do I decide?

We encourage you to participate in this consultation and decide what is important for your household. You should also consider whether the current and future parking issues on your road would justify introducing new parking controls.

If you wish to be included in a new parking zone, the days and hours of control should balance the level of parking issues with the flexibility to have visitors outside of those hours.

Another review in this area is unlikely for several years due to other borough-wide requests and ongoing parking schemes. It’s important to share any parking concerns now so we can address them. Even if you are not currently experiencing issues, nearby roads joining a new zone could cause future parking problems.

Parking Permit Charges

Parking schemes are designed to be self-financing – this means the money generated through the permits and enforcement pays for associated costs for a CPZ such as the installation and maintenance of CPZs, Civil Enforcement Officers, processing parking fines, issuing permits, and other associated costs.

The annual resident parking permit costs in Harrow were introduced on 1st April 2024 and are based on vehicle emissions or engine capacity and are reviewed annually. They do not change based on how long the parking controls are. The council uses a charging structure that incentivises lower or zero levels of emissions to address the impact on climate change and improve air quality and the environment.

If you own a hybrid vehicle that uses both electric and fossil fuel as its source of power, then the charges will be based on the maximum vehicle emissions rating for the vehicle.

Visitor permits are currently £26.60 per book of 10, which is reduced to half price for senior citizens or those receiving benefits if the discount is claimed. Blue badge displaying vehicles can park for free.

Please note while parking permits help deal with parking issues during the controlled times, they do not guarantee a parking space. You only need to buy a resident and/or visitors parking permit if you intend to park the vehicle on the road during the controlled times.

It should be noted that residents who live in a car free or car light, development will not be eligible to apply for parking permits to park in Controlled Parking Zones. These conditions will have been explained to residents of new developments upon purchase or when entering into lease agreements.

Next Steps

Once the consultation has closed, officers will analyse the responses on a road-by-road basis, and based on the results, the council will decide what measures, if any, are taken forward to the next stage.

The consultation results will be presented and discussed with the local ward councillors. Following this, the Strategic Director of Culture, Environment & Economy, in collaboration with the Portfolio Holder for Finance and Highways, will decide on the next steps. If the scheme progresses to the next stage, the council will write to you again with further information.
