Welcome to the Earlsmead School Street engagement page.

The London Borough of Harrow is proposing a School Street for Earlsmead Primary School. We would like to hear your views on the proposal. The consultation will run for 7 weeks from 12 February to 23:59 on 2 April 2025.

No decision has been taken to introduce a School Street. This consultation will test whether there is local support for the scheme.


What are School Streets?

School Streets are timed closure on streets near or around schools at drop-off and pick-up times during the school term. They help to prioritise pedestrians and cyclists, encouraging walking and cycling to and from school.


Why Earlsmead Primary School?

The roads near Earlsmead are often congested during school drop-off and pick-up times. Limited parking encourages drivers to park in dangerous spots or stop in the middle of the road. Such behaviour endangers children and inconveniences residents in the surrounding roads. This has a knock-on effect. High traffic levels and dangerous driving discourages families from choosing active ways of travelling to schools such as walking, cycling, or scooting. It also exposes them to high levels of air pollution.


Scheme Proposals

The School Street scheme for Earlsmead Primary School proposes a vehicle restricted zone, that would operate at school start and finish times. The scheme would run during school terms from Monday to Friday each week.

Restrictions would apply on Arundel Drive between 8.00am – 9.00am and 2.30pm – 3.30pm.

How would it work?

The scheme would be controlled using Automatic Number Plate Recognition (ANPR) cameras and traffic signs at the entry points to the zone to inform drivers of the restrictions.

Local residents living in the zone and blue badge holders would be exempt from restrictions, by applying for a free virtual permit for their vehicle(s). The permits allow access to the School Street zone at all times. Vehicles without a permit are not allowed in the zone during operational times.

No one needs a permit to drive out of a School Street - for example if you were already parked in the street before the operational hours came into effect.


Who could apply for a free virtual permit:

  • Residents and businesses (including those with a Blue Badge) located within the School Street Zone
  • Carers providing support to residents in the School Street Zone
  • Blue Badge holders accessing the school
  • Vehicles used to transport pupils with Special Educational Needs, disabilities or limited mobility
  • Emergency vehicles
  • Council waste collection vehicles
  • Vehicles operated by statutory services (e.g. water and gas companies)
  • Certain staff at the school (requires
    written authorisation from the school)


Who could not apply for an exemption/permit

  • Tradespeople
  • Contractors
  • Visitors
  • Parent/carers of children at the school
  • Delivery drivers


How are School Streets introduced?

New School Streets are introduced on a trial basis under an experimental traffic order. These orders last up to 18 months, with feedback and monitoring conducted during the initial six months. Adjustments can be made based on feedback before finalising the scheme.

What happens after the consultation has finished?

No decision has been made to introduce the School Street - the results of this consultation will show us if there is local support for the proposals. We'll look very carefully at these results before making any decision about whether to move forward with the Earlsmead School Street scheme.

We will write to local residents and businesses again to notify them of the outcome of the consultation. We will also update the school and parent/carers of pupils attending there, and update this page

If the School Street were to go ahead we will share details of when it will start and the process for applying for a free virtual permit.
