Welcome to the Headstone Drive and Harrow View Area Controlled Parking Zone (CPZ) engagement page.

London Borough of Harrow's consultation on introducing a CPZ in the Headstone Drive and Harrow View area will run from Friday 25 October to 23:59 on Sunday 24 November 2024.

The roads included in this consultation are: Albert Road, Atherton Place, Balfour Road, Bolton Road, Brook Drive, Buckingham Road, Cross Road, Cunningham Park, Downing Close, Edward Road, Fairfield Drive, Harley Crescent, Harley Road, Harrow View (in part), Headstone Drive (in part), Headstone Gardens, Hide Road, Hindes Road (in part), Holmwood Close, Longley Road, Moat Drive, Pinner Park Avenue, Pinner Park Gardens, Pinner View (in Part), Salisbury Road, Sidney Road, Victor Road, View Close.

Background

In June 2022 and July 2023, the council received two petitions signed by residents of Victor Road, Albert Road, Sidney Road, Pinner View (north of Headstone Gardens), Edward Road, Fairfield Drive, Downing Close and Atherton Place.

The petition requested the council undertake a consultation in the area and to introduce a Controlled Parking Zone (CPZ) to help improve parking opportunities for residents.

A further petition requesting parking controls was received in June 2023 from residents of Harley Road and Harley Crescent, which is situated to the west and south of the new Eastman Village development, formerly the Kodak Factory site.

The issues raised in the petitions included:

  • Displaced non-residential parking from nearby Controlled Parking Zones.

  • Residents being unable to park near their homes.

  • Visitor parking for businesses on The Quadrant.

  • Residents of surrounding Controlled Parking Zones parking in uncontrolled roads to avoid permit costs.

  • Reports of dangerous parking and speeding.

  • Users of the Caryl Thomas Clinic and Harrow Crown Court, parking in the unrestricted roads during weekdays for long periods.

It should be noted that the Eastman Village development will comprise 2000 new homes, offices, restaurants, cafes and shops when completed. This scheme could have an impact on parking across the area, especially if the hours of operation of the existing CPZ are extended in that zone at any stage.

Following the Traffic and Road Safety Advisory Panel (TARSAP) meeting in May 2024, the Panel agreed to include the area detailed in the attached plan titled, ‘Headstone Drive/Harrow View Area Controlled Parking Zone Consultation’ in the council’s Parking Programme for 2024-25.

Consultation approach

We are now consulting residents and businesses within the Headstone Drive and Harrow View Area shown on the proposals plan.

Nearby Controlled Parking Zones and Reviews

We are also consulting with residents and businesses in the nearby CPZ, Zone C, which operates Monday to Friday, 10am to 11am. This separate consultation will help the council better understand parking issues in this zone, whether the current hours and days of control should be extended and to ensure both CPZs work well together and minimise the risk of displaced parking.

Proposed operational times and days

In considering the proposed Headstone Drive and Harrow View CPZ, we would like to know what parking issues you may be experiencing and if you support one of the following options:

  1. A new CPZ operational Monday to Friday, 10am to 3pm; or

  1. A new CPZ operational Monday to Friday, 8am to 6:30pm.

The options for Saturday controls have also been included as part of this consultation.

These options will help control and regulate parking and free up road space for residents. The consultation will also help identify any issues and, if necessary, introduce appropriate measures.

How do I decide?

We encourage you to participate in this consultation and decide what is important for your household. You should also consider whether the current and future parking issues on your road, especially after the completion of Eastman Village, justify introducing new parking controls.

If you wish to be included in a new parking zone, the days and hours of control should balance the level of parking issues with the flexibility to have visitors outside of those hours.

Another review in this area is unlikely for several years due to other borough-wide requests and ongoing parking schemes. It’s important to share any parking concerns now so we can address them. Even if you are not currently experiencing issues, nearby roads joining a new zone could cause future parking problems.

Parking permit charges

Parking schemes are designed to be self-financing – this means the money generated through the permits and enforcement pays for associated costs for a CPZ such as the installation and maintenance of CPZs, Civil Enforcement Officers, processing parking fines, issuing permits, and other associated costs.

The annual resident parking permit costs in Harrow were introduced on 1st April 2024 and are based on vehicle emissions or engine capacity and are reviewed annually. They do not change based on how long the parking controls are. The council uses a charging structure that incentivises lower or zero levels of emissions to address the impact on climate change and improve air quality and the environment.

If you own a hybrid vehicle that uses both electric and fossil fuel as its source of power, then the charges will be based on the maximum vehicle emissions rating for the vehicle.

Visitor permits are currently £26.60 per book of 10, which is reduced to half price for senior citizens or those receiving benefits if the discount is claimed. Blue badge displaying vehicles can park for free.

Please note while parking permits help deal with parking issues during the controlled times, they do not guarantee a parking space. You only need to buy a resident and/or visitors parking permit if you intend to park the vehicle on the road during the controlled times.

It should be noted that residents who live in a car free or car light, development will not be eligible to apply for parking permits to park in Controlled Parking Zones. These conditions will have been explained to residents of new developments upon purchase or when entering into lease agreements.

Next steps

Once the consultation has closed, officers will analyse the responses on a road-by-road basis, and based on the results, the council will decide what measures, if any, are taken forward to the next stage.

The consultation results will be presented and discussed with the local ward councillors. Following this, the Strategic Director of Culture, Environment & Economy, in collaboration with the Portfolio Holder for Finance and Highways, will decide on the next steps. If the scheme progresses to the next stage, the council will write to you again with further information.
