Welcome to the Hornbuckle Close Playground Improvements engagement page.
London Borough of Harrow's engagement on a proposed project to improve the playground areas on/near the Hornbuckle Close, Cowen Avenue and Northolt Road estates will run from Monday 3 November to 23:59 on Monday 1 December 2025.
Background
Each year, your local councillors are allocated funding through the Ward Neighbourhood Community Infrastructure Levy (NCIL). This funding comes from new developments in the borough and is used to support local improvements to your area’s infrastructure. This can be a new provision or operation, or maintenance, improvement, or replacement of a current provision or operation.
In addition to Ward NCIL funding, councillors can also apply for additional support from the Central NCIL fund to help deliver larger or more ambitious local projects.
Proposals
We have received proposals to improve the playground areas on/near the Hornbuckle Close, Cowen Avenue and Northolt Road estates, using Ward NCIL funds to carry out the work. This includes:
Removing the existing play equipment from the estate play areas
Installing new, safe playground flooring across both play areas
Providing new play equipment for older children in Northolt Road Estate Play Area, including a new slide and climbing frame
Introducing a new climbing frame with slide for younger children in Cowen Avenue Play Area
Current play equipment in Northolt Road Estate
Proposed new play equipment for older children in Northolt Road Estate
Current play equipment in Cowen Avenue
Proposed play equipment for younger children in Cowen Avenue
We’d like to know whether you support using ward NCIL funds for improvements to the playground areas. Your feedback will determine whether the improvement work goes ahead.

Attend our drop-in session at Northolt Road Community Centre on Wednesday 19 November 2025, between 4pm and 6pm.

Once the engagement has concluded, the council will review and analyse all the feedback received to see if there is support to proceed with the proposals.
The outcome of the engagement will be provided on this page with a summary of the feedback received.
