What is the purpose of this engagement?

This is the second year we have involved residents as part of the decision making process in setting our Housing Budget for the year ahead.

We would like to understand your priorities in terms of investing resources (manpower and money) in these 4 service areas in the Housing Budget for 2026/27:

    1. Capital investment
    2. Repairs and maintenance
    3. Improvements of estates and neighbourhoods
    4. Improvements to customer service

What is the Housing Revenue Account (HRA)?

The HRA is a ring-fenced budget containing local authority housing which operates separately to the council’s other operations and overall budget. The HRA income comes mainly from rents and service charges and can only be spent on managing, maintaining and building Harrow's council housing.

How can I find out more and respond?

To find out more about how the HRA budget works, including overall income and spend, you can attend the 'Your Voice, Your Views Workshop' on Tuesday 7th October at 11am to 1pm at Victoria Hall, 1-3 St Johns Road, Harrow, Middlesex, HA1 6QT

All council tenants and leaseholders are invited.

To register your attendance at the workshop, email: rinvolve@harrow.gov.uk

You can also let us know your priorities for allocating housing income by filling out our survey, or you can submit an email response to anthea.watkins@harrow.gov.uk

    What are the next steps?

Your feedback will help us set the priorities for allocating the Housing income in our business plan which will be reported to Cabinet in January 2026.

We'll report the feedback and the next steps in a future edition of the Homing In Magazine.
