What is the purpose of this engagement?
We are seeking input from North Harrow ward residents on a proposed project to enhance the appearance of the North Harrow Station bridges using Neighbourhood Community Infrastructure Levy (NCIL) funding.
What is NCIL funding?
Each year, ward councillors are allocated funding through the Ward NCIL. This funding comes from new developments in the borough and is used to support local improvements to an area’s infrastructure. This can be a new provision or operation, or maintenance, improvement, or replacement of a current provision or operation.
In addition to Ward NCIL funding, councillors can also apply for additional support from the Central NCIL fund to help deliver larger or more ambitious local projects.
Examples of the types of projects delivered across the borough using NCIL funds include: hanging baskets, bicycle parking racks, bin stores, playground equipment and parks improvements.
What are the improvements proposed for the station bridges at North Harrow?
We’d like to understand whether residents support using NCIL funds to refresh and improve the appearance of the station bridges. If yes, two options are being considered:

What benefits will undertaking the works bring to North Harrow?
Giving the station bridges and surrounding area a refresh will help to improve the look and feel of the area, support the high street and strengthen the identity of North Harrow.
I don’t like the improvements proposed, will the scheme go ahead?
The aim of engaging with North Harrow residents on this scheme is to ensure you have your say. The council will review and analyse all the feedback received before determining whether to proceed with the proposals.
You can suggest other ways to use NCIL funding for North Harrow through the online survey. All suggestions will be shared with your ward councillors to consider for future funding opportunities.
Will I have a say on the painting design for the bridge?
As the bridge is owned TfL and not the by the London Borough Harrow, there are strict conditions on what and how the bridge is improved / painted. The options proposed in this engagement have been agreed in principle with TfL and as such the only ones being engaged on.
What happens after this engagement?
Once the survey closes, we’ll review your feedback. If there’s support for the improvements, the works could be carried out from Autumn 2025.
