Introduction

The London Borough of Harrow is seeking your views on proposals to extend the age range from 4-11 to 3-11 at Stanburn Primary School to allow the school to establish a nursery.

In order to support the government’s commitment to create or expand school-based nurseries across England, there is no longer a requirement for local authorities and governing bodies to follow the statutory prescribed alterations (‘change of age range’) process when they want to make changes to a school’s age range in order to add, remove or change existing nursery provision. Where these changes to nursery provision are made, we expect local authorities and governing bodies to have regard to ‘Changes that can be made outside of the statutory process’, including ensuring an open and fair consultation.

Current Situation

Stanburn Primary School previously had a private nursery operating on site at the school. This provision has now closed, and the school community has requested a continuation of nursery provision on site. No capital works are required for this provision to open. The school have the capacity within the current site to open the nursery.

Proposal for Stanburn Primary School

Stanburn Primary is an inclusive school that welcomes pupils from a range of backgrounds and with a range of different needs. Stanburn Primary School is a school for pupils aged 4-11 and there are 690 (840 Net Capacity) places from reception to Year 6 and 12 places in the ARMs provision. The proposed nursery will cater for 52 part-time places. The London Borough of Harrow is proposing to open the nursery provision from September 2025.
