Introduction

New Controlled Parking Zone (CPZ) controls are being introduced in your area under a six-month trial Experimental Traffic Order (ETO). The new parking controls will come into effect on Monday 5 January 2026, with parking enforcement starting on the same day. This page provides details on the background, next steps, and how to apply for permits ahead of the new parking controls coming into operation.

Background

Following a preliminary consultation in autumn 2024, the majority of respondents supported introducing a new CPZ in the Headstone Drive and Harrow View area, along with changes to the existing Wealdstone Royal Estate CPZ, Zone C.

In March 2025, the Council agreed to implement an experimental scheme, including introducing a new CPZ in the Headstone Drive and Harrow View area, operating Monday to Saturday, 8am to 6.30pm, and extending the operational hours and days for the Wealdstone Royal Estate CPZ, Zone C to the same times.

In July 2025, the Traffic and Road Safety Advisory Panel recommended a revised plan focusing on a smaller CPZ around the Victor Road area, together with extended operational hours and days for Zone C. The plan also included a phased implementation and ongoing monitoring to assess the effectiveness of the new parking controls and to address local feedback.

The Portfolio Holder for Finance and Highways approved these recommendations, and the new parking controls will now be implemented as part of a ETO trial. This approach will enable the schemes to be trialled, giving road users and residents an opportunity to provide feedback on their effectiveness over a minimum 6-month period.

Phase One

Victor Road CPZ (Zone VR)

A new CPZ will operate Monday to Saturday, 8am to 6.30pm, formally named Victor Road CPZ and identified by the initials VR displayed on parking signs throughout the area.

Roads included in this new zone are Albert Road, Atherton Place, Downing Close, Edward Road, Fairfield Drive, Harrow View (in part), Headstone Gardens (in part), Sidney Road & Victor Road.

This new zone will operate under a ‘Permit Holders Past This Point’ area. This means there will be no individually marked permit parking bays, instead, only vehicles with a valid permit will be allowed to park beyond the entry signs. This design maximises available parking and provides clear signage for residents and visitors.

Wealdstone Royal Estate CPZ (Zone C)

The operational hours and days of Zone C, will be extended from Monday to Friday, 10am to 11am, to Monday to Saturday, 8am to 6.30pm.

Roads included in this zone are Badminton Close, Barons Mead, Danes Gate, Dukes Avenue, Earls Crescent, Harrow View (in part), Headstone Drive (in part), Kings Way, Leys Close, Marlborough Hill (in part), Milton Road (in part), Princes Drive, Queens Walk, Ranmoor Close, Ranmoor Gardens, Rugby Close, Sandridge Close, Walton Close, Walton Drive, Walton Road. The CPZ will also be extended to include Harley Road, Harley Crescent, and View Close.

Following a design review, Leys Close, Rugby Close, and View Close will operate under ‘Permit Holders Past This Point’ area to help maximise the available parking space. This will mean the removal of Single Yellow lines across driveways in Leys Close and Rugby Close.

Residents living in these CPZs areas, as shown on the CPZ scheme plan, must display a valid Resident Permit or Blue Badge when parking on-street, Monday to Saturday, 8am to 6.30pm.

These measures for both zones will be introduced on a six-month trial basis under the Experimental Traffic Order (ETO) to allow monitoring and feedback from residents and road users.

We also are introducing improvements along Harrow View, between Headstone Drive and Eastman Road, by adding double yellow lines and loading restrictions. These measures will reduce delays for emergency services, improve traffic flow, make bus journeys more reliable, and prevent obstructive parking.

Phase Two

After implementation, the Council will also monitor parking in surrounding uncontrolled roads that were consulted in autumn 2024. The outcome will be reviewed through parking surveys and further engagement to understand the impacts and inform if any further work is needed.

Applying for an online resident permit

Applications must be made online through a MyHarrow account:

  1. You can apply for your new permit from Monday 8 December 2025.

  1. Register or sign in at harrow.gov.uk/myaccount.

  1. Add your address under ‘My Details.

  1. Upload proof that your vehicle is registered at your address (e.g. your vehicle logbook).

  1. Select your permit start date Monday 5 January 2026.

Permit Types

We have a number of permit options that help support Harrow’s residents in our existing and new CPZ areas.

Visitor Permit - To apply for Visitor Permits, you must register or sign in at harrow.gov.uk/myaccount and provide proof of your address. Each book of 10 permits costs £28, or £14 if you are a senior citizen or receive mobility-related benefits, provided you claim the discount and supply the relevant proof.

Resident Carer Permit - Residents receiving regular care from family or friends may apply for a Carer Permit, with supporting evidence from their GP. This permit allows any vehicle displaying the permit to park in CPZs during controlled hours. The annual fee is £125. 

Blue Badge - Vehicles displaying a Blue Badge can park free of charge within Harrow’s CPZ areas.

What happens next?

Works are scheduled to start on Monday 24 November 2025 and finish on Friday 19 December 2025. You will need a valid permit by Monday 5 January 2026 to park within your CPZ area. Every effort will be made to complete the works in December this year. However, please note that the works are subject to weather conditions which can affect the application of road markings.

The six-month experimental trial will run from Monday 5 January 2026 at 12:01am until Wednesday 8 July 2026 at 11:59pm. During this period, residents will be able to share feedback, indicate their support, or register objections through a survey. The survey will be published on this project page once the scheme is live.

Details of the ETOs will be published on Thursday 18 December 2025 in local newspapers and on our website at www.harrow.gov.uk/trafficorders. Consultation materials will also be available for inspection at Greenhill Library. The ETO will come into operation on Monday 5 January 2026.

Please submit your feedback by Wednesday 8 July 2026, no later than 11:59 pm. Once the schemes are live, a survey will be available on this page. In the survey, you can use a drop-down menu to select the CPZ you wish to comment on.

What happens after the trial?

All feedback received during the six-month experimental trial consultation period will be carefully reviewed and summarised in a report to the Traffic and Road Safety Advisory Panel. Based on this review, the Council may decide to make the measures permanent, amend the scheme, or remove it entirely.

The Strategic Director of Culture, Environment and Economy, in consultation with the Portfolio Holder for Finance and Highways, will make the final decision.

The trial may be extended by up to 12 months, (maximum duration of 18 months under the ETO).
