Engagement on New Transport Strategies

Help Shape Harrow’s Streets: Active Travel, Kerbside and Parking

The London Borough of Harrow is developing three new strategies to guide how streets across the borough are used and managed:

These build on the Long Term Transport Strategy (2024) and represent the next step in shaping how people move around Harrow, how kerbside space is allocated, and how parking is managed.

This first phase of engagement is your opportunity to help shape them from the outset. Your insight and opinions will help us understand local needs and priorities before the draft strategies are written.  

We are inviting views from everyone who lives, works, studies or travels through Harrow. There will be further engagement once draft strategies are developed.

The consultation will run for six weeks, from 28 August to 11 October.

Active Travel Strategy

The Active Travel Strategy will guide Harrow’s long-term approach to creating safer, more accessible, and better-connected streets for people walking, wheeling* and cycling.

It will consider a wide range of topics, which this engagement will inform. These may include:

* Wheeling is defined as a mode of movement at a walking pace that involves wheels, such as using a wheelchair or mobility scooter, or walking with wheels, such as a pushchair or walking frame.

Kerbside Strategy

The kerbside is the area immediately next to the pavement - typically where vehicles are parked, but also where loading, bus stops, cycle parking, EV charging and other important street functions take place.

The Kerbside Strategy will look at how space at the kerbside is currently used, how it can be managed more effectively and how kerbside uses can be better balanced to reflect local priorities. It will consider how space can best support:

Parking and Enforcement Strategy

The Parking and Enforcement Strategy will review how parking provision and controls operate across the borough. The aim is to ensure parking arrangements are clear, fair and effective, supporting both residential needs and economic activity.

It will consider elements which may include:

• The availability and distribution of parking
• Permit schemes and visitor parking
• Short-stay parking to support local centres
• Enforcement priorities and consistency
• How regulations are understood and applied

Have your Say

You can take part in this engagement through a single online survey covering all three strategies, as well as an interactive map.

The survey will allow you to share your views on key issues and priorities across active travel, kerbside use and parking. The interactive map gives you the opportunity to highlight specific locations where there are issues, as well as opportunities for improvements.

Your feedback will help ensure these strategies reflect local needs, address real-world experiences, and support well-informed decisions about how Harrow’s streets are used and managed in the future.
